The only effect that the Reign of Terror would have on the emancipation decree is that since the government was in disarray they did not hear about the decree for sometime and when they finally did the government had more important things to worry about which allowed the decree to pass without protest. The motive was not cultural but administrative. I used to work in the field and bind grain, keeping with the cradler; but men doing no more, got twice as much pay-... Later attempts to explain this two and a half year delay in the receipt of this important news have yielded several versions that have been handed down through the years.
